Each squad or team representing NYCR shall be selected by a Selection Committee appointed by the Regional Director and approved by the Regional Administration.
Committee members should be knowledgeable and experienced in the game of cricket. He/she, should have a regional view of the game, agree not to be biased towards any of the players and to select the squad or team solely on the basis of the criteria listed below. He/she, should be available to travel to the various venues and competitions to evaluate the players.
The objective of the committee is to select the best team to represent NYCR. The committee shall be bound by the highest ethical standards and shall not be persuaded by ethnic origin, religion, affiliation to league or club or any other unacceptable standard.
Members of the committee serve at the pleasure of the NYCR and while their recommendations are usually accepted in total, NYCR retains the right to make changes based on player eligibility, subsequent or disciplinary problems or to right an unfairness. A selector should be prepared to justify selections to NYCR.
The team must meet USACA requirements as to citizenship and residence.
Criteria For Selection Of Players
The Selection Policy of the New York Cricket Region will be influenced by the following criteria:
1. All prospective players of any New York Cricket Region team are required to play a minimum of eighty percent (80%) of league games in their respective league in order to qualify for selection. Prospective players are allowed to play in one league within the New York Cricket Region during any cricket season.
2. The quality of tournaments within the New York Cricket Region is directly related to the participation of the best players from the various leagues. As a result, it is mandatory that players make themselves available for selection for the various tournaments, such as Mayor’s Cup and Inter League and any other tournaments sanctioned by the New York Cricket Region.
3. Only in exceptional circumstances will New York Cricket Region selectors excuse players from participation from tournaments sanctioned by the New York Cricket Region and still have said players maintain selection eligibility.
4. Selectors may consider a player who is available but who has not been selected by his league team or by any team participating in a tournament sanctioned by the New York Cricket Region. Selectors may not at anytime consider players who have not been selected due to disciplinary reasons.
5. Prospective players of any New York Region Cricket team should demonstrate a commitment to the New York Cricket Region and to personal and professional improvement.
6. All prospective players of any New York Region Cricket team are expected to achieve and maintain a minimum standard of physical and medical fitness as set forth by an assigned trainer.
7. Prospective players of the New York Cricket Region team are expected to achieve a consistently high level of performance in league, inter league cricket in addition to tournaments sanctioned by the New York Cricket Region.
8. Prospective players demonstrate pride in representing the New York Cricket Region and display exemplary behavior on and off the field. Further, players should demonstrate a desire for excellence and display discipline. In so doing, they should show respect for New York Cricket Region and their respective league rules.
9. Prospective players should not have any disciplinary issues pending before the New York Cricket Region or league disciplinary committee.
10. The above notes are to be adopted for all level of cricket, inclusive of age group and women’s cricket.
Cricketers who participate in competitions/tournaments not sanctioned by NYCR will not be eligible for selection for a period of 1 year.
Tournaments / Competitions sanctioned by NYCR
a) Competitions/tournaments sponsored by member leagues among member clubs.
b) Competitions/tournaments sponsored by member clubs
c) All competitions/tournaments sponsored by NYCR
d) Any competition/tournaments which NYCR may choose to sanction upon approval of application for said sanction.
New York Cricket Region Code Of Conduct
The New York Cricket Region Code of Conduct is taken in part from the ICC code of conduct and is meant to be a regulation regarding the conduct of players participating in any cricket event sanctioned by the New York Cricket Region.
The following are the general categories of serious offences, carrying the highest penalties. These offences are categorized as Level 1, Level 2, Level 3, or Level 4 as follows:
Level 1
• Showing dissent at an umpire’s decision by word or by action.
• Using language or a gesture that is obscene, offensive or insulting.
• Excessive appealing.
Level 2
• Repeat of any Level 1 Offence within 12 months.
• Showing serious dissent at an umpire’s decision by word or action.
• Public criticism of a match related incident or match official.
• Inappropriate and deliberate physical contact between players during play.
• Aggressively charging towards an umpire while appealing.
• Deliberate distraction or obstruction on the field.
• Throwing the cricket ball at a player, umpire or official in a dangerous manner.
• Using language or a gesture that is obscene, offensive or of a seriously insulting nature to another player, umpire, referee, team official or spectator.
Level 3
• Repeat of any Level 2 Offence within 12 months.
• Intimidation of an umpire or referee.
• Threat of assault on a player, team official, or spectator.
• Using language or gestures that offend race, religion, color, descent or national or ethnic origin.
Level 4
• Repeat for any Level 3 Offence within 12 months.
• Threat of assault on an umpire or referee.
• Physical assault of another player, umpire, referee, official or spectator.
• Any act of violence during play.
• Using language or gestures that seriously offends race, religion, color, descent or game suspension from all cricket activities within the NYCR
• Level 2: 3 game suspension from all cricket activities within the NYCR
• Level 3: 6 game suspension national or ethnic origin.
The penalties available for each offence are based on the level. The penalties are as follows:
• Level 1: 2
• from all cricket activities within the NYCR
• Level 4: 1 year suspension from all cricket activities within the NYCR
VIOLATION PROCEDURE AND HEARING
A.
Any individual may report an incident that they believe constitutes a violation of the NYCR Code of Conduct to the NYCR board members via the secretary of the NYCR. If the NYCR board members believe a violation may have taken place, they shall report in writing the alleged fact to the code of conduct committee who shall notify the purported violator of the time, date and location of a hearing to be held before the code of conduct committee. Also, the committee shall provide a brief description of the alleged violation within the notice. The nature shall be by regular mail certified mail or electronic mail
B.
Any person receiving such a notice who wishes to contest same shall appeal to the NYCR code of conduct committee within seven calendar days of the mailing of said notice by forwarding a copy of said notice with a written request for appeal specifically setting forth the basis of such persons contest of the notice of violation via electronic email to the chairperson of the code of conduct committee.
C.
Upon receipt of such an appeal, the code of conduct committee shall convene within seven days and provide an opportunity for said person and any interested person to appear and be heard with respect to the occurrence of any violation and the action taken by the NYCR.
D.
The code of conduct committee shall be authorized to hear testimony, review affidavits and such other and further information or documentation relevant to the alleged violation. Upon a majority vote of the members of the committee present at such hearing, the committee may impose sanctions limiting or precluding the violator’s participation in any and all cricket activities sanctioned by the NYCR for a period of up to one year. The committee may also, at anytime, decide that the matter be referred to the NYCR Chairman.
